VMs using the Premium Plus or Premium Pro routing profile are not eligible for bandwidth overage billing unless explicitly stated otherwise.
Overage rates of bandwidth
Overage rates for bandwidth utilization above instance allocation vary due to differences in regional costs and transit providers. This feature is not enabled by default, and your instance will be suspended if it reaches its allocated traffic.
Overage rates are applied based on instance location according to the following list:
